my norwegian isn't very good but i'm guessing your asking why its humour? well its about the small detail, one in particular. The can of Dr Pepper, which has been strategically placed by someone, in a city (liverpool) which was famous for its litter problems during the 1980s. The image can be read almost as a vague attempt to help this, because the can is on the railing, does this mean its not litter? has someone found an inbetween state of caring for the environment and not caring at all? I think its funny to see this type of social behaviour juxstaposed against such a vivid blue background which has no meaning.
